As far as we can see all is working fine and there are no issues and you can set work hours as you wish we have test this in your emplyoee work hours but we did not save any changes

You have set the general time slot step is 15 minutes so we are able to choose every 15 minutes for time slots so we can set time from 00.15 to 645 if you wish for example. Your service lasts 2 hours and you have enabled this option Use service duration for booking a time slot 

So you offer service on every 2 hours if you want to offer it on every 15 minutes you just need to turn this off that is.
