You just need to go to Service, open it, and upload a picture here.
I've just tested this without the picture and you are right, the thumbnail is not shown properly. This has been already reported to developers, however, having the service picture attached shouldn't have any issues.
See the two attached files. I have correctly added a thumbnail to the package, but it is broken on the frontend.
Why?
Can you fix this please?

Those are the service pictures, make sure to add the service thumbnail as well.
