just noticed that when I remove attendees from an event main list, the freed slots are not attributed to the waiting list

Thank you for reaching out to us.
There is no bug you first need to approve an attendee from waiting list like this
Once you approve it then this customer will be transferred to main attendees in event and then spot in waiting list will open. Hope this helps.

I was expecting it to happen automatically.
Is it the same when someone cancels an attendance, you have to manually approve a client in the waiting list? So what happens if you forget this manual step? Can an event still have spots open with people in the waiting list?

No this can not be done automatically you need to manually approve the you can read all about it on this link https://wpamelia.com/waiting-list/.
You can test this at any time on the site to see how form behaves so if custom cancel and you do not approve customer from waiting list then other customer can book spot in event directly before the customers that are on waiting list already since you did not approved them.
