Ya tengo creada la App en Meta Business, pero al agregar el Producto de WhatsApp me pide crear un portafolio comercial y no me permite pasar a hacer la configuración de la Api ni la configuración general de WhatsApp, espero me puedan ayudar.

Si al añadir el producto de WhatsApp te solicita crear un portafolio comercial, esto suele estar relacionado con los requisitos de verificación de Meta.
