I'm afraid we don't understand what exactly you want to achieve and what exactly is the issue? Can you explain in a little more detail and send us some screenshots or a short one-minute video?
Did you check the employee work hours? If all employees have those locations set in their work hours they will show. You need to set specific location in their work hours
We are sending you a video so that you can see that we can not replicate the issue on our end.
If the employees are not assigned to all locations in employee work hours that we would advice you to reach out to your hosting provider so that they can purge the entire cache form the server.
And you need to purge it form site and from the browser.

at the first picture you can see all my employees for both locations.
and at the second picture I chose one of two locations that I have, but the system still show all employees.
