We just got the feedback from our colleagues and they have told us that the amelia_get_providers_filter hook is triggered when retrieving employees on the backend admin panel in the Employees page. For all entities on the frontend form, use amelia_get_entities_filter. This would be for randomizing employees:

function shuffleEmployees ($entities) {
  shuffle($entities['employees']);
  return $entities;
}
add_filter('amelia_get_entities_filter', 'shuffleEmployees', 10, 1);
