The buffer time depends on the Default Time Slot step which is configured in General Settings of Amelia.
The buffer time you want to set needs to be dividable by that default time slot step, so if you want to create buffer time that is 30 minutes, 60 minutes, and 1.5 hours long, you would need to set the default time slot step to 30 minutes (because all 3 durations are dividable by it).
