Daily, I aim to start anew and gradually add the data in my CSV file, which is accessible via a URL link. Will table be dispalyed with just a header and without any relevant data in following rows?
Example of the initial CSV file:
web@web1:~/Tables$ cat breakouts.csv
nick.abr,Full Name,Pattern,source,Current Price,Change,Low Price
web@web1:~/Tables$
The problem is I am gettingThis type of error in that scenario:

There is no data in your source file. Please check your source file and try again.
As soon as there is an extra not empty line added table is displayed without any issue with its single line only and the header.
I would like to display a table with a header, even if the CSV file contains no data rows. Is this possible? How can it be achieved?

I'm sorry to disappoint you, but unfortunately, something like this is not possible. For the table to be written in wpDataTables' database tables, it needs to contain at least one row of data. Even if you start creating a manual table, you won't be able to make any changes to the table (changes to the settings) until you add at least one value to the table.
At this time, this behavior can't be changed, but I will forward it to our developers as a suggestion for future development.
