Can you tell me did you set up the Cron Job for the scheduled notifications directly on your Hosting Server, or are you using the WP Crontrol Plugin to configure the PHP Cron Event?
If the cron job is configured correctly, and you're able to manually run it (as explained in this video), please check if you're using Cloudflare.
Cloudflare has a firewall that can block the requests.
There's something called the "Super Bot Fight Mode protection" - If you turn this off, it should be working fine after that.
Let us know if that helps.
If you still can't determine the issue, we can do a remote test with your permission, if you can send us Administrator Username and Password.
If you send credentials, just make sure to mark the reply as PRIVATE, so then only we can see it.
