I have spent quite a bit of time to complete your in-depth and helpful guide, however, I didn't succeed, since Amelia's backend sent me this.

A few key points that may help solve this puzzle.
1.
When attempting to send test messages from business.Facebook interface with my integrated number to my personal WhatsApp number, it does succeed! So something with the connection
between Amelia and Facebook is lacking.
I can reassure you these fields are correctly filled out (checked 3 times)
Phone number ID: Permanent access token: WhatsApp Business Account ID:

Unfortunately, Facebook has updated its interface so it does not correspond with the WP Amelia guide any longer and I can confirm the only step that I wasn't able to manage is that specific part.
I will attach screenshots of your guide and the actual interface.
Successfully created system user.
The next step should be assigning the system user to whatsapp, and this is the part where the interface is different too.
As you can see in the following photo, the interface is different, but what is more important, my system user is not shown and I can't select it, not even when I'm searching and the adding option is blocked too.
This may be the reason why I can't send the test message from Amelia, but again I'm able to send the test message from the Facebook interface the number is working well.
Please provide me a temporary WP-admin (administrator) user for your site where this happens, so we could log in and take a look ‘from the inside’ as that’s the most efficient way to see and resolve the issue.
We do not interfere with any data or anything else except for the plugin (in case that’s a production version of the site), and of course, we do not provide login data to third parties.
You can write credentials here just check PRIVATE Reply so nobody can see them except us.

I even try to create appointment, pay, and wait the WhatsApp notification, but Amelia didn't send it.
