The only reason why some customers might not receive SMS messages depends in which country they are, in and if their number is part of the national DNC ( Do not contact) list.
We are from Turkiye. Some Turkish numbers can receive, some doesn't. If you don't work well with international numbers, why do you sale in international? And your reply is not solution. Where is the solution?
For future reference, please don't open multiple tickets with the same topic, as it wastes your and our time trying to either find a response twice (if, for example, my colleague responded on another ticket already) or inform you that the ticket has been submitted more than once.
We go through tickets in the order in which they are received and/or responded to, so creating multiple tickets will only increase our queue, it will not speed anything up. We try to be as fast as possible, so thank you for your patience!

We've installed it at this address, but even though the registered user has a balance, we still can't send SMS. How can we solve this?

Why do SMS messages sometimes go through and sometimes not? Can we get an urgent response?

Our SMS provider is US-based, Twilio, so this national DNC comes into play in regard to SMS messages.
