The minimum capacity option is not related to the option "bringing someone with you". For example, if you disable the option "bringing someone with you" and you set the minimum capacity to 4, each time the customer books an appointment, the default status is set to pending. In this way, until the minimum capacity is reached, the appointment won't be scheduled as approved.
The option you enabled and also "Limit the additional number of people" is related to the number of people that the customer can bring with him. In this case, he can choose up to three people that will come with him.

I can't set the number LESS then three people.
However, I would be nice to have the posibilty to set a discount for each if someone come e.g. with 4 people. (I thought I could make that with that option. I have two services, one of them is cheaper starting mini. with 4 people. But the customer can still choose 1 person.
This is because the minimum capacity is set to 4, if you decrease this number to three, then you will be able to decrease the limit for number of people
Also please note that Amelia calculates the customer, as well, so it would be 1 customer plus 3 additional people.
As for the discount, unfortunatelly, currently, this is not possible within Amelia features. Please feel free to search through our feature suggestion page, to see if someone may have already suggested this feature. If you can't see it, feel free to add your suggestion there, and as more people vote, the feature will move higher on the priority list.
