I have a 1 domain plan. We are working on a new website that is on a local host and will be uploaded and replacing the current site on the same domain. Do I need to upgrade my license to install Amelia on the local website? I don't want to remove the existing one till it's swapped out.

You can use Amelia on your local installation without activating it.
Hello Mike,
The basic licence covers one domain, but an unlimited number of its sub-domains.The best option is if you have the staging installation, on a sub-domain, you can activate the licence on a limitless number of sub-sites like that.
Also to note, you are only required to activate your licence on the live/production version of a website.
When you need to test the plugin on a staging/test/dev version website, or on your local /intranet installation,
there you can just manually download the Plugin installation from your TMS Store account, and you can also manually update the licence without activation.
