Since there is no option to set the service price based on location, the best option would be to set the service price based on the employee. The employee is the one who is assigned to a location, and you can set the price based on the employee. In other words, each employee can be assigned to a different location and it can have a different price. When a customer chooses the location on the front end, he also needs to choose the service/employee.
