Why doesn't the admin have any real overarching rights? For example: the administrator should be able to book appointments no matter when and where, even if the selected employee is free at the time! If this is not technically possible, the admin should be able to allocate an appointment to a customer without assigning the appointment to an employee. Surely that must be possible? If an employee is working on the event you can not book them, etc. Also, you can not make a booking for a customer without adding the employee since service work hours and days depend on employee work hours and days.
