If you want to assign the package to a customer, you can do that from the backend, when going to service/package tab.
In the existing package, when you click manage, there is a button named "book package". Here you can select the customer.
In services settings, there is an option called "Limit appointments per customer". The limit is checked by customer email, so you have a couple of options when this is enabled.
