Is there a way in Amelia to schedule something is is 1 hour duration that starts at like 4:30 which would block off time to 5:30? instead of starting at 4:00 to 5:00pm?

This depends on the employee's work hours. For example, if the service duration is 1h, and you set the employee work hours 09-17, in the booking form, you will see the time slot with the duration of 1h from 09-17 like 09-10, 10-11 and etc.
But, if you set the work hours like this
