Yes, I just talked to a user who told me that's exactly what happens to him. What's more, by clicking several times it did not appear in Firefox. He had to change browser to explorer for the popup form to appear.
As I could not replicate it on Firefox as well, I could not tell you what the issue is. Since this is not a native Amelia functionality (popup) and it occurs intermittently, I would suggest that you reach out to Elementor support and they will be able to assist you.
