If there is no password required to login to the client page, why do the page/plugin appear like this? Are there shortcodes to put something else in place?
If the client is logged in, they will be logged in during their session, but the servers are usually flushed once in 12 or 24 hours (some servers are flushed every hour, for example) so when that happens, the user is logged out and there's no other way to log back in apart from sending them a URL with a login token.

If you disable the password requirement for the Customer Panel in Settings/Roles/Customer:
The Customer Panel page will look like this:
Are you sure you're viewing the Customer Panel, and not the Employee Panel? The password option can't be disabled for employees.

I have done that and see the form. Is there a setting where a customer doesn't need to request a link every time they want to access this page?
