I am honestly not experienced at all with cloud SQL - not sure if our plugin's SQL Remote DB connection can work with this.

First i will give you general information how you can try this.
You can connect the plugin to almost any MySQL, MSSQL, and PostgreSQL database using the Separate DB Connection section in wpDataTables,
if you correctly input the details for the connection.
You first have to check if you have the following drivers installed, and activated.
These drivers need to be installed and activated on the server where your WordPress website is.
After you install and activate those drivers, it should work.
If you're not sure how to install the drivers, please reach out to your hosting provider.
The server to which wpDataTables is connecting has its own method of establishing the connection, and we're using PHPs logic of connecting to separate connections.
If there are errors your server returns, those are returned by the server, and only displayed by wpDataTables
- there's no additional log within wpDataTables that would distinctively show you what's behind the error.

or if you get any error when you test the DB Connection - then i can ask our 2nd level Team if they can provide any further advice?
I tried to get those additional PDO drivers installed, my website is currently hosted on word press and they have advised me that it is not possible to get the other PDO drivers installed. At present word press host has the following installed

When i try to connect my data base it just says connection refused. Open to any suggestions as to how i could establish a connection or if there is some work around. I can connect cloud sql to my local my sql.

I am sorry, but these drivers need to be installed on the hosting server of where your WordPress is.
If the hosting is not able to install it, I'm afraid there are no workarounds, as far as we know.
I will double-check with our 2nd level Team, to see if they can provide any additional advice.

I just remembered another detail. You actually didn't tell me did you try to add an External DB Connection,
did you try to add it in our plugin settings/Separate DB connection ?
Can you check with the hosting that holds your external DB connection, what are the connection details that are needed, and in which way you need to input all these fields?
First you need to check with the hosting support of where you have your External DB, what should be entered in all these fields,
and which Driver is needed to be used for that Database connection,
then input them here, and go for this "Test DB Settings" button - see if it gives you any specific error,
then let me know what error comes up, if you can take a screenshot of the error;
then we can see if we can provide additional advice?

My sincere apology - you already stated that it says "connection refused" when you try to connect.
Can you provide a screenshot how that error looks when you go for "Test DB Settings", is there any additional error text you can see?
I checked with our 2nd level Team,
and as we mentioned before,
the server to which wpDataTables is connecting has its own method of establishing the connection,
and we're using PHPs logic of connecting to separate connections.
If there are errors your server returns, those are returned by the server, and only displayed by wpDataTables
- there's no additional log within wpDataTables that would distinctively show you what's behind the error.

So, the best you can do next is try to reach out to support of that remote Database hosting,
ask them if they can check If you are inputting all the right details such as connection name, etc;
and which drivers exactly need to be installed on WordPress hosting server in order to get the connection working;
then check again with the WP hosting support - if they are not able to install the necessary drivers,
i am afraid there is nothing else we can advice about that - we are not aware of any workarounds for that.
The only thing you could do is to either change the hosting provider to one that can install the drivers you need,
or to try another SQL connection type that will be acceptable for your current WordPress hosting.
