Scheduled messages are sent only if there's an existing Event the message is related to and if the Event is in the Approved status. So, in short - if the Event is canceled the cron won't trigger an email, and if the appointment is deleted, a 2-week after the appointment follow-up email won't be sent.
If you have any more questions please open a new separate ticket for each question and we will gladly help you there.
Event attendees still receive reminder emails after events have been cancelled by admin.
