How do I offer duration of 10 minutes for services? I can only select 30 minimum, if I select custom, I still cannot select anything lower than 30.

For this purpose, you need to set the "Default Time Slot Step" option on the Amelia/Settings/General page to 10 minutes.

I've set it to 15 minute slots, however, the staff member is available 17:30 - 18:00.
Which should be 2x 15 minute slots. One from 17:30 - 17:45 and 17:45 until 18:00.
But on the list there is a strange combination of times, one 17:30 - 17:45 and then another from 17:35 - 17:50 - I don't understand why.

Please provide me a temporary WP-admin (administrator) user for your site where this happens, so we could log in and take a look ‘from the inside’ as that’s the most efficient way to see and resolve the issue.
We do not interfere with any data or anything else except for the plugin (in case that’s a production version of the site), and of course, we do not provide login data to third parties.
You can write credentials here just check PRIVATE Reply so nobody can see them except us.

The system/booking is not loading. It only loads when WP is logged in, if you try incognito, it doesn't load

Can you please update the plugin to the latest version (6.2.1), test it out, and let me know if it works or not?
The reason why the form is not visible for non-logged-in users is not in Amelia, but instead in your security settings. They're either configured in a Security plugin (if you have any), or they're on your server's side.
The best option would be to reach out to your hosting provider, send them the link of the booking page and tell them exactly what you told us - you can see the page when you're logged in as an admin, but you can't see it from an incognito window (or when you're logged out). They should be able to lift the block, so admin-ajax calls are sent for non-logged-in users also.
