I do not have a multi language plugin and most text is in Dutch. However in the Netherlands are a lot expats that speak english . We want to offer the booking form in such a way that they can choose to read it in Dutch or in English , for instance with a flag above the form. Is this possible?
Yes, Amelia is multilingual and it can be shown in different languages.
At the moment we have Spanish, German, Dutch, Russian, Romanian, French, Finnish, Italian, Swedish, Brazilian Portuguese, Portuguese, Greek, Arabic, Slovak, Hungarian, Danish, Belgian, Japanese, Polish, Hebrew, and Chinese translation. Approximately 90-95% of the plugin is translated into the languages stated above, but you can always translate it using Poedit or Loco Translate.
But you need to create your site to be multilingual and when the customer selects the language on that page, Amelia will be automatically translated into that language.
Amelia works by following locale on pages, but you have to set it up.
If you need help to create pages for other languages so that your site is multilingual, maybe you should find someone that can help you with that.
But if your site in not multilingual you can not translate Amelia's booking forms on other languages since Amelia following locale on pages.

+1, it would be great if there was just a front-end language switcher. Alternatively, Amelia could follow a language set in the user profile instead of following the default page locale. I understand that the majority of plugins do it the same way, yet it would be nice enhancement.

Which multi language plugin can I best use if I only want to get a english translation of my amelia booking form?

There are a lot of plugins you can use. I prefer WPML, but PolyLang, Weglot, and Translatepress are also good from what I hear from our customers.
