This option logs the ID of the currently logged in user, so if an admin is to edit the row, it would store his ID and then, the other user whose ID was previously in there wouldn't be able to see the row.
A workaround would be to create a duplicate table, where "Users see and edit only own data" is disabled, and that table would be used by the admins - they only wouldn't be editing the User ID column.
