This can be done but in a specific way. Locations are tied to employees and you can create an empoyee that will work on that service only in that location. In employee work hours just set that this empoyee is working on that service on that location and this service will be available only on that location

This might work, but it's a bit of a workaround since the same employee might be able to do other services as well on the same or other locations.
Now I also have to update the employee schedule twice for the same worker (me) for doing online and offline stuff.
I strongly suggest that in the future it will be possible to lock a service to a location, it would be nice for people like me doing online and in-person services.

Perhaps something helpful here is in the booking shortcode used on the page. Check "Preselect Booking Parameters" and select only the location you want. Then you have a booking form that only shows that service at a particular location.
