On the review site Capterra it is stated that Amelia is, "Best For" 1 - 50 users. Is there a limitation on the number of users that can be added? Does a high number of employees degrade server performance. While I would not expect all employees to be accessing the site at the same time, it is possible that a significant number of them might.

There are no limitations in Amelia and Amelia's performance and your site performance doesn't depends on us since Amelia is not a SaaS it is a WordPress plugin.
So the performance entirely depends on your package that you have with your hosting provider.
