Yes, i believe that you will be able to create your use-case with Amelia, i am just not 100% sure if i understood the full use-case.

For example, if you need to have multiple tables that customers can book in the Pub,

you can make multiple employees and change the employee label to "table",

then you can disable for people who don't know each other to book at the same table;

or in other words , only a customer with his "group of people" can book each table.

You can certainly easily set up the work schedule, each time slot as 1.30 hours,

and you can easily set the max capacity to 18 for each time slot.

You can see here, some basic details about setting up Services;

1. Regarding the minimum/maximum capacity for an appointment :

  You can set up the minimum and maximum capacity of a Service, and this will determine how many people are able to book a time slot.

2. And you can choose if people who "don't know each other" can join in the time slot,

so for example if customer A books and brings 2 more people, the time slot would be 2/18 capacity taken.

If you allow other customers to join the time slot,

they will be able to see the time slot available on the front-end,  but they can only add up to maximum of 18 people, and after that,

 no one else will be able to join in that Group appointment for the remaining of that time slot.

Or if you choose to disable people who don't know each other of joining the same "Group appointment", 

then as soon as one person books for them and "their group of additional people" ( if you allow to bring additional people),  then the time slot would close and no  new customers can join this time slot,

which means that customer reserves the entire room for themself for that time slot of 1.30 hours.

These two settings are in the Amelia settings/Appointment settings :

Allow booking above maximum capacity:

If this is disabled, your front-end customers won't be able to book appointment with Pending status above the maximum capacity.
Once the maximum capacity is reached appointment will close and time slot will become unavailable.

Allow booking below minimum capacity:

If this is disabled, your front-end customers won't be able to submit a booking unless they fill in the minimum service capacity,
but once they book for any capacity above minimum, the time slot will become unavailable for booking for others.
If enabled, multiple customers will be able to book the same time slot, without having to fill in the minimum capacity.

3. We have the deposit feature for all online payment options.

Yes. You can set  up the possibility for them to choose if they want to pay deposit now, the rest later as ;

or the full amount right now.

4. Regarding the translations : Absolutely.

At the moment we have Spanish, German, Dutch, Russian, Romanian, French, Finnish, Italian, Swedish, Brazilian Portuguese, Portuguese, Greek, Arabic, Slovak, Hungarian, Danish, Belgian, Japanese, Polish, Hebrew, and Chinese translation. 

Approximately 90-95% of the plugin is translated into the languages stated above, but you can always translate it using Poedit or Loco Translate.

You're welcome, i am happy to help.

1.  In regards to capacity management,

since you don't have table management, it will be even easier.

You just have to set up minimum and maximum capacity, in the Service settings;

and disable allowing them to go over max capacity in the Appointment settings - then when it reaches 18 spots, that booking will close,

if the next customer tries to book, they have to choose another time slot - this time slot becomes unavailable in that moment when the capacity fills up.

In the Amelia settings/Appointment settings, i will recommend to keep this top setting disabled :

Allow booking above maximum capacity

That means it will not allow customers to go over your max capacity of 18 for each time slot.

But for this bottom setting : Allow booking below minimum capacity;

You can choose, if you wish to allow customers who don't know each other to come in and join the same time slot in the Pub - so everyone can bring themself and if they additionally bring people with them,

until the total capacity fills,

or if you don't want to allow people who don't know each other,

then disable this - and then only one customer with their group of additional people can book each time slot;

as soon as they fill the minimum capacity ( for example 1)  , that time slot will close.

2. The deposit feature:

You can easily set this up, and you can allow the customer to choose if they wish to pay the full amount online,

or if they want just the deposit online and the rest on-site.
