The customers can be created on the back-end, but Amelia doesn't yet have a membership feature, but it will be developed as a part of the Developer license (maybe even as part of the Pro license) in the future.
Any membership plugin (like MemberPress, or Ultimate Member, etc.) allows you to create pages that are inaccessible to some (for example non-logged-in users). You can also create custom logic, so a user can access this page once a month (for example), but we're not sure about that, since we don't work with Membership plugins.
At the moment we can't give you more precise information because as we said we don't work with membership plugins but you can buy Amelia's license and try it out we have a 15-day money-back guarantee and in that time period you can see if Amelia suits your needs.
