1. This is is because you have enabled this option in general settings Use service duration for booking a time slot.
You can turn it off but in that case it will offer services based on a default time slot step. So of your default time lot step is 15 minutes it will offer service on every 15 minutes like this 08.00, 08.15, 08.30, etc.
2. For that you need to use %service_duration% placeholder like this

Hi I have an issue when the visitor selects multiple hours for their service.
Currently, for example, if they choose a 1 hour service they can choose 8 - 9, 9 - 10, 11 - 12.
However when they change their service length to 2 hours they can only choose 8 - 10 or 10 - 12 (the 9 - 11 is not given as an option)
How can I change this?
