Basically, you could set a Conditional rule, and for example, 

you can set a Condition on a Column, something like  "if cell content contains string "Covid-19 Period",

then set specific color of that cell".

You can also set color to the entire row based on content of a cell,  and to an entire column as well :

Additionaly, you can set to "add CSS class" to a cell, row or column, if you need other styling properties added.
