2a. Does the plugin have the ability to set a cap on the number of students per class? - 

I'm afraid that we didn't quite get what you want to achieve exactly? Can you explain to us in a little more detail, and send us a couple of screenshots?

2b. When a parent signs up can they input multiple children that each counts towards the capacity? - Unfortunately, currently, this feature is not built-in in Amelia. Each child will be considered as a separate customer and they would need to book for each child seperately

No, Amelia does not have such an option because Amelia itself doesn't handle the payments but we have integration with several payment systems such as: PayPal, Mollie, Stripe, WooCommerce and RazorPay. All recurring appointments can be paid at once or you can charge only for the first appointment and pay the rest in person
