How can I export this table data to add to a Development site? I'd rather not waste time filling out the fields again but there doesn't seem to be a standout option for this.

I see it is a Manual table.
Firstly i will show you how you can Export it using our built-in feature.
What you can do is, you can enable the Table Tools Export buttons, and you can choose to export as CSV or Excel.
This is how you can enable this, in Table Tools tab:
Then you will see the buttons on the front-end, and on back-end as well.
When you use the "export" table buttons, if you set a filter on the table, it will only export the filtered rows.

Then on the other site, you can import the CSV, or Excel data to make another Manual table, with same values.

Alternatively, since this is a Manual table, it has its own table in your database, so you can also use Database Manager Tools, such as PhPMyAdmin,
if you know your way around it,
to export the table, and you can import it on the other site Database using the same tool.
In the Editing tab, you can check what is the name of the table in the database :
