If a customer comes to the website, fills in the form and attempts to pay, but the payment fails, I want the system to still record the customer information in the customer table. Is there a setting for this? It seems that the only way a customers data is retained is if the payment is successful.

If they fail to pay, and the default appointment status is set to "Approved" - in that case, the booking form is not going to reach the final step, and nothing will be saved.
We currently don't have any kind of setting to override that.

The only way to store the customer's information without completing the booking,
is if the default appointment status is set as pending, they would fill out the form and complete it, but the appointment would not be approved yet -
you would be able to control which appointment gets approved, but the customer would still be created / their data will be stored in Amelia.

It may be good to consider capturing the data in the instance of a failed payment. This would enable the business owner to follow-up with the client.
To your point, setting the option to pending works, but it's another step which is help to avoid if possible
