Sometimes I have users that need to book the same appointment multiple times. For example, they want to pay for 2 customers now and then 2 more customers for the same event later. As it is now, they need to use a different email address every time as Amelia does not allow the same email address to book more than one appointment for the same service. They get a message saying "You have already booked this appointment"...I don't see a setting to change this either. Is it possible to allow the same email address to book the same service more than once?

In order for more people to book with the same e-mail address, you need to turn off the Check customer's name for existing email option when booking. You can find this option in Amelia/settings/role settings
Please provide me a temporary WP-admin (administrator) user for your site where this happens, so we could log in and take a look ‘from the inside’ as that’s the most efficient way to see and resolve the issue.
We do not interfere with any data or anything else except for the plugin (in case that’s a production version of the site), and of course, we do not provide login data to third parties.
You can write credentials here just check PRIVATE Reply so nobody can see them except us.
We apologize there seems to have been a misunderstanding when you said the same service but later we thought you were thinking of another time slot and not later in that day.
This is unfortunately not possible if you booked the service for example at 3 pm and later you want to book again with the same email address you can not book the same time slot unfortunately and we apologize for the misunderstanding.
This at this time is not possible you can only cancel that appointment and let the customer to book a new one or they can book with another mail address, there is no other way I'm afraid.

is there a technical reason for this? I'm in the same position as OP and would find value in my customers being able to book an additonal person in after an initial booking, for the same appointment.
Yes, there is because it would lead to double booking. There is no logic for a customer who has already booked for example at 3pm to book for himself again at 3pm. It is not practical and this would lead to double booking. There is a bring someone with you option, and in that way, the customer can choose at the time of booking whether he is booking only for himself or whether he will bring someone else with him.
If he has already booked for himself and now wants to bring someone with him, in that case he can book for another person under their name and email.
