I thought there was a way to limit what data can be exported or printed but can not find the setting. Can you please let me know how I can limit users to only be able to print charts? I do not what to allow them to download the data?

We have no impact on chart engines' exporting feature. If you enable Exporting for HighCharts or Apex Charts, all included options will be available (CSV and Excel included).
Maybe you could use wpDataCharts callbacks and modify the behavior. Here's the API reference: https://api.highcharts.com/highcharts/exporting.buttons.contextButton.menuItems
