I am not sure if I understand exactly what you need, but I will give you an introduction with examples,
there are a couple of different ways how you can use a Google spreadsheet, or Excel to create tables.
1. Create a table linked to an Excel spreadsheet or Google Spreadsheet, in which case the table wouldn't be editable, but once you change the source file, the table will be updated. Excel and CSV files are stored in wp-content/uploads/YEAR/MONTH/ folder, and you would need to replace the file in there, not making any changes to the filename or its structure, so only the data within the cells needs to be changed or updated. AS for Google Spreadsheets, when you modify or add new rows, the plugin will show those changes within 15 minutes (since there's cache on Google's side). If you don't want to face any issues with cache, you can use the Google Sheets API method.
2. If you import the file, the plugin reads the source file and creates a manual table. Once the table is created, it is no longer linked to the source file, so changing data in the table will not show up in Excel or Google Spreadsheet, and vice-versa. To modify this table, you can either switch to the Excel-like view, and then select and copy the range of cells you want to paste from the source file, and paste it in the Excel-like view, or you can save the new rows as a CSV file without headers, find the manually created table in the database, and import it through there.
