When we try to add several rules (conditional formatting) with Wp Data Table on our site and on your demo (See image) to create tiers, it does not work... Is it limited?
If you're referring to the actual color display in Conditional Formatting, we do currently have a bug with that and it will be fixed with one of our future updates, but from what I can see, the correct colors are applied to the table.
I tested it locally as well, and I can confirm that even though when you re-enter the Conditional formatting, the colors are not shown, they are correctly displayed in the table:
