I want the Year column/filter to list from latest (2022) to older (2021)

The only way to change the order of the selectbox would be to manually add these values in the column settings, under the "Data" tab.
So, access column settings and go to the Data tab. In there, change the type to String (if you haven't already), and change the "Possible values for column" to be "Define values list". Then, below that add the values in the order in which you want them to appear:
And that's the order they will appear in the filter:

Alternatively can I put "01" instead of "1" so its in order? The problem is I want to keep it reading off the live list. If I add layers of filters the Define values will populate even if there are no entries for that filter.

If the list is populated from the table, the values will be added in the order in which they appear in the table, regardless of the numerical data you add to it. So, if you have 2 rows that contain "2022" and "2021" in that order, that's how they'll appear. If you then add "01 1999" it will still be in the 3rd place.
The only way to change the order of the drop-down in the filter is to manually add the values, instead of read them from the table.
