I cannot replicate this issue (see the attachment).
The test SMS works fine for me, but currently, all SMS except for "Package Canceled" for the employee has been disabled. So, when someone books an appointment, no SMS will be sent, but the test SMS works fine.
Do you have a national DNC list? Is your phone maybe on that list? Can you modify the SMS template and try again? Maybe your carrier is blocking messages sent from applications - you should check this with them.
We've had a few complaints about SMS, but they're mostly coming from the middle east, India, and Australia. Rarely from the EU.
I'm not sure if France has some sort of a National DNC list, or if your providers "listen" to repetitive texts. If they are - once they detect the same template being sent to one phone number multiple times, they may block it. So, you may want to change the template and send a test text to a phone you haven't texted before.
If it works, my advice would be to modify the template(s) you send every week or so, so it keeps changing and therefore is not being detected by your provider's SPAM radars.

I already opened a ticket concerning this topic, I thought it was solved but finally not.
SMS are not delivered, even the SMS test doesn't work with my own phone. I have no idea why, because it was working well until beginning of November.
Can you please check what happened ?

Yes I disabled the SMS because I was paying for nothing.
I tried on several phone number from different service provider, and nothing change.
I guess the SMS provider has been blacklisted in France...
Did you get any other complaint from french users ?
