Sorry, I didn't make myself clear.
it is possible to create a master user but by location, that is, he has the ability to see and create appointments for each location
Gerardo,
You can create the user with the "Amelia Manager" role, that role has almost the same permissions as a WordPress “Administrator” role, but with a few important differences. A manager is allowed to hide but not delete anything; a manager cannot customize the front-end look of the plugin and doesn’t have access to the WordPress settings.
You can add an “Amelia Manager” user by going to Users » Add New, fill in the necessary data, and choose the “Amelia Manager” role under the “Role” option.
More about users and roles you can read here https://wpamelia.com/users-and-roles/
If you have any more issues or questions feel free to ask, we will gladly help.
Kind Regards,
Stanislav Snagovskiy

however in this case he would see all the appointments and they are not those of a shop
Gerardo,
Unfortunately, that's not possible. I recommend you to create a multi-site, so each location is actually on a different site.
Have a nice day!
