Does this developer also need buy Wpdatatable Pro?
Does he need an aditional plugins to work( Gravity Forms with Wpdatatable pro)?

Can you please give us some more details on what you would like to achieve and provide us with an example?
With wpDataTables you can create tables from entries to your Gravity forms if you have the corresponding addon but I'm afraid it is not possible to send data from a wpDT table to populate a gravity form.
