Getting the following error when I try to connect to my MySQL database. Please Advise.

These error messages are coming from your server. They indicate that for some reason, the connection is refused. Please double-check your credentials also, check the separate database settings - maybe it's protected and can't be connected to from remote machines. You might need to whitelist your website's IP address in order to successfully connect.

I really appreciate the help. Unfortunately, still getting the error. If I needed to whitelist my IP, how would I go about that?

You need to check with your hosting provider if they allow external connections to this database. If they are - ask them if they need to whitelist the IP address of your website in order to connect to it.
Tell them to whitelist your website's IP address, and the IP address of the computer you're logging in from, and you should be good to go
