When purchasing Amelia you get both; it depends on the personal preference of the business owner which option to use. For example, some clients have Employee schedules as priority due to a high number of employees, or their flexible schedules, so they opt for Services. Some clients have flexible staff, and times when staff isn't needed so they opt for Events.
For both, there is a Calendar option.
Another benefit of Services over Events is that Services have Categories.
Packages can currently only be made for Services, not for Events, I'm afraid.
