If I understand correctly what exactly you need, then the option exists.
Please go to Amelia > Settings > General Settings and change the option Time Slot Step to 15 minutes.
In this way you're able to have time slot gaps of 15 minutes, and even set the services to last 15 minutes, or have them start at, let's say, 8:15 instead of 8.
