On the back end for the admin, when someone purchases a package, the admin can increase the number of people coming with this person, will this affect the cost to the customer?
For example, a mom buys a package for her two sons, as I understand she cant buy to of the same package at the same time for the same class times. Would this method above be a way around it? I dont want to give 2 spaces and only be paid for 1
I would suggest using fixed amount deposits or on-site payment method to be able to process the full payment. If you add additional people manually and the payment method is on site, you can easily check the full amount that needs to be payed from the Payment tab

The whole purpose is to add simplicity and take away from offline purchases. Surely even with the woocommerce connection we have the customer could double the quantity.
My last part is if she signed one child up in that class on that date and time could i create a new appointment for the same customer but with a different child?
I'm afraid since Packages are being purchased in advance, adding another person to the same appointment won't affect the price of the Package. Thus, you will be able to charge for the second attendee only on-site.
If you don't want to charge your Customers on-site, probably creating a different Package for two kids would help to overcome this limitation. This Package can have a doubled price by default, so there will be no need to charge for the additional person separately.
A way around this is to add an extra person on the backend and if you have paypal woocommerce connected to send an invoice to the customer for the additional people.
We didn't test this solution before, but theoretically, it should work fine. The only thing that won't work is the payment status in Amelia for additional attendees since Amelia won't be able to receive information about payment from Woo.
