When someone cancel an event, admin can check who cancel from admin panel.
But employee can't get notification email and check who cancel from employee panel.
My understanding is that employee can only recognize when whole event is cancelled.
Is there any way to check who cancel an event from employee portal?

Customer will be able to cancel the event attendance in their customer panel:
Employee can see this on the Employee panel, by going to this Event, clicking on a small icon with a person on it, and they will see the customer who cancelled in red:
