The issue here most probably is that one of your other plugins loads vue.js files everywhere, not just on the pages it is loaded on, so it's causing a conflict with Amelia.
Please go to Amelia's Customize section, and disable this slider:
After you do that, clear cache on your website, and test again and let us know if you still have the same issue.

Please update the plugin, and let us know. If it doesn't work, please provide us with a temporary wp-admin user (administrator), so we can remote in and check. Just make sure to enable the PRIVATE response, since this is a public ticket.
As for the language - Japanese should be loaded on the front-end, and I can see the locale when I view the page source, but in order to see why it's not loading, we'll need to remote in for that as well.
