Yes, this is normal, as the Amelia Employee user role was never intended to have capabilities to create new users - they can only create new appointments with customers that already booked with them previously, or with the customers that were created by the admin in the back-end, and they haven't been assigned to any employees yet.

I'll forward this to our developers, but I'll kindly ask you to add it as a feature suggestion on this page. Features are pushed up on our "to-do" list when there are a lot of customers requesting those features, so having your vote as a customer can be beneficial to this feature being developed sooner.
