Is it possible to have the user sign a contract during the process of scheduling and paying for an appointment?

Thank you for your inquiry.
In Amelia, it is possible to add Custom fields to a booking form, so I believe it can work this way: you place a contract template on another page and add a link to this page to Amelia's booking form with a Custom filed. A Customer downloads this contract signs it and attaches it to the booking form with another Custom filed.
However, this solution can work only if you have the same contract template for all customers since it won't be possible to dynamically change the link to a contract.
Otherwise, it probably can be achieved with some custom work.

This really needs to be a feature. Super important for so many businesses that need a contract in place when a service is booked!
