If your main website is in French, your Amelia should be in French. Then, you would click on the globe icon (from my last response), and add translations for other languages.
The plugin can't translate dynamic strings automatically, you need to do that, and define translations for each language you're adding.
You probably have it configured wrong, since when I inspect this page: http://beforesubmit.com/flatfees/fr/ I see that the locale is still in en_US:
This is what Amelia is reading, and that's what it's going to use to apply the translated files. If your main page is going to be in French, change it to French, and then apply the languages to /en/, /de/, etc.
But it seems that we pass language into the html tag (first tag), even if we disable contact form (so the tag you underline is deleted), amelia still is in english
Please provide me a temporary WP-admin (administrator) user for your site where this happens, so we could log in and take a look ‘from the inside’ as that’s the most efficient way to see and resolve the issue.
We do not interfere with any data or anything else except for the plugin (in case that’s a production version of the site), and of course, we do not provide login data to third parties.
You can write credentials here just check PRIVATE Reply so nobody can see them except us.

The toggle is found in multiple places, for instance in the Category list:
If you don't see it, you most likely didn't upgrade the plugin to v3.2, so please check that, and if you're not on 3.2, please update the plugin.

yes sure, but once put the 2 languages, this is not visible on the front page website
Do you have 2 languages on front-end?
Just like you have this /fr/ extension in the URL, you should have that for other languages, like English, German, etc.
How are you creating the multi-lingual site?
